Telecom and Programmes Management (TPM) is a trusted outsource provider to the Infocomm Media Development Authority (IMDA), with several key assignments under its charge.
Radio Surveillance & Frequency Interference Investigation (RFI)
TPM safeguards the radio spectrum in Singapore, for users to experience an interference free radio environment during their radio-communication operations. This ensures that licensed radio frequency users can provide high quality radio services and networks to their users.
TPM also conducts regular radio surveillance to ensure that the licensees comply with the operating radio parameters such as Radio Frequency (RF) output power, modulation, and frequency accuracy. TPM also investigates cases and reports of Radio Frequency Interference (RFI), which are referred by IMDA.
Monitoring Mobile Network Operators’ (MNOs’) Quality of Service (QoS)
TPM conduct monitoring of mobile coverage and RF radiation levels. It ensures that MNOs comply with IMDA’s mandated QoS requirements for mobile service coverage in Singapore. TPM also works with the National Environment Agency (NEA) and Mobile Network Operators to ensure that the RF radiation levels comply with internationally accepted guidelines set by the International Commission on Non-Ionizing Radiation Protection (ICNIRP).

Resource Management
The Radio Frequency (RF) spectrum is a natural resource that can be used to increase the efficiency and productivity of a nation’s work force as well as to enhance the quality of life of its people. TPM manages radio frequency resources for short term use (up to 90 days).

Singapore registered ships require the Ship Station Licence (SSL) for the operation of the radio-communication equipment installed on-board the vessels. TPM manages the issuance of Ship-Station Licence (SSL), General/Restricted Operators’ certificates (GOC/ROC) and assignment of Maritime Mobile Service Identity (MMSI) for ship radio station.

TPM also manages numbering resources in accordance with IMDA’s National Numbering Plan, ensures the maintenance and enhancement of Numbering Online Registering System (NORS).

Wireless@SG Programme Management
TPM manages the programme by maintaining and updating the baseline requirements for Wireless@SG. TPM also manages the appointment/reappointment of Wireless@SG Operators, ensuring that the service standards are met. Additionally, TPM manages the means to on-board users’ devices to auto-connect to Wireless@SG hotspots. Finally, we managed the related grant scheme for the programme.

PICK Management
TPM manages the vestigial duties i.e. grant administration of PICK’s lockers and supports the reconciliation audit. For grant administration, it includes claims disbursement and progress report, and reconciliation audit.

Code of Practice for Info-communication Facilities in Buildings (COPIF)
The COPIF specifies the duties of building owners / developers to provide adequate space, facilities and access for telecom licensees to provide their services. It also specifies the responsibilities of the telecom licensees.
The developer or building owner, through its consultant, will check with TPM on the necessary requirements, whether some requirements can be waived. TPM will evaluate each request based on its merit(s) and other factors.
In addition, telecom licensees may have difficulty accessing into a development, for the purpose of providing telecom services or the use of mobile space. TPM will evaluate the telcos’ request, and issue letters and/or written orders to the developer or building owner for compliance.

Regulatory Technology (RegTech)
TPM will collaborate with IMDA regulatory teams to conduct comprehensive reviews of current operational processes and identify opportunities for application of relevant / emerging technology. TPM will trial the relevant technologies to improve the efficiency of IMDA’s regulatory processes. Working with IMDA, TPM will implement and manage relevant technologies to ensure a seamless integration with existing regulatory processes.
